If your home heats with propane, you are already paying for a fuel that has to be trucked in, stored in a tank, and priced per gallon rather than delivered through a utility main. That is the reason propane-heated homes are one of the clearer heat pump payback cases, and also why the conversion quote has a wrinkle that a gas or oil furnace swap does not: what happens to the tank.

Propane furnaces and boilers are rated the same way as other fossil-fuel equipment, on Annual Fuel Utilization Efficiency, or AFUE. The Department of Energy's current minimum standard for non-weatherized furnaces is 80% AFUE, and a rule finalized on September 29, 2023 raises that floor to 95% AFUE once it takes effect in late 2028. High-efficiency condensing propane furnaces already reach into the low-to-mid 90s percent today. A heat pump does not burn fuel at all: it moves heat, and ENERGY STAR states that an efficient air-source heat pump can deliver up to three times more heat energy to a home than the electrical energy it consumes. That gap is real, but the more distinct part of a propane comparison is that propane is not metered like natural gas or billed at a fixed utility rate. It is delivered by truck, stored in an owned or leased tank, and priced per gallon, so the fuel cost itself moves with season and region in a way electricity generally does not.
Why propane is a different case than gas or oil
A gas furnace burns fuel delivered through a utility main at a metered rate. An oil furnace burns fuel from an on-site tank, similar to propane, but oil tanks are typically owned outright and oil delivery contracts are simpler. Propane sits in between: the tank is frequently leased from the propane supplier rather than owned by the homeowner, and some suppliers require a minimum annual purchase or charge a tank rental fee even in years with light usage.
That distinction matters for a heat pump quote because "switching off propane" is not just an equipment swap. It is also a decision about the tank: whether it is owned or leased, who is responsible for removing it, whether the supplier charges an early-termination or buyback fee, and whether any other appliances, a range, a water heater, a generator, or a fireplace, are staying on propane. A contractor's quote for the heat pump itself should not be the only conversation. The propane account is a separate thread that needs its own answer before the old equipment comes out.

Several of the priority Northeast programs name propane specifically as an eligible fuel to displace:
- Massachusetts (Mass Save): the Air Source Heat Pumps program lists propane alongside oil and electric resistance as an eligible existing fuel. Whole-home rebates are $2,650 per ton up to $8,500, partial-home rebates are $1,125 per ton up to $8,500, and an income-based enhanced incentive can reach up to $16,000. - Maine (Efficiency Maine): the July 2026 residential form pays $3,000, $2,000, or $1,000 per rebate-eligible single-zone outdoor unit, depending on the verified income tier, with lifetime limits of $9,000, $6,000, or $3,000 per housing unit. Multi-zone capacity can count toward the whole-home sizing target but the multi-zone unit itself is not rebated. None of these programs guarantee a specific dollar figure for your project. Amounts depend on system size, income tier, and utility or program territory, so confirm the current numbers on the primary source before a contractor subtracts them from your quote.

What changes about the installation
If your propane furnace is forced-air, the heat pump conversion can potentially reuse existing ducts, which keeps the project closer to a straightforward equipment swap. If your propane heat is a boiler feeding radiators or baseboard, there are no ducts to reuse at all, and the quote is really a distribution redesign: ducted air handlers, ductless heads, or a mixed system. Quote red flags specific to a propane conversion
- The quote never mentions the propane tank: whether it is owned or leased, who removes it, and whether the supplier charges an early-termination or buyback fee.
- "Full electrification" is promised, but a propane water heater, range, generator, or fireplace stays connected without saying so, which keeps a minimum-delivery propane account open.
- Old propane furnace ducts are reused with no statement about their condition or whether they are sized correctly for the new equipment.
- A rebate is subtracted from the price with no program name, tier, or date shown, or with a propane-specific bonus claimed for a program (like Efficiency Maine) that does not gate rebates by displaced fuel.
- The contractor cannot state the system's rated capacity and COP at your local winter design temperature, only the mild-weather 47°F rating.

Is propane heat more expensive to run than a heat pump?
Usually, for the same delivered comfort, yes. Propane furnaces convert a large share of fuel to heat but still lose some as exhaust, while a heat pump moves more heat energy than the electricity it consumes. The size of the real-world gap depends on your local propane price, which moves with season and region, and your electricity rate, so it is worth checking current numbers rather than assuming a fixed percentage.
Do I have to remove my propane tank?
Not necessarily. Some homeowners keep the tank and a portion of propane appliances, such as a range, water heater, or generator, even after switching space heating to a heat pump. If you are ending propane entirely, ask the supplier directly about tank ownership, removal responsibility, and any early-termination or buyback terms before signing a heat pump contract.
Will a heat pump keep up with propane heat in cold weather?
Standard heat pumps lose capacity and efficiency as it gets colder. Cold-climate models are designed to hold more of their rated output at low temperatures.
