Work the steps in order. Every step you skip becomes a change order later.

1. Set the installed budget before anyone quotes you

A residential heat pump project usually lands between $8,000 and $25,000 installed before rebates in 2026. Whole-home cold-climate conversions with duct work or electrical upgrades can go higher.

The spread is not the outdoor unit. It is scope: how many indoor units, whether ducts need repair, what the panel can carry, what backup heat costs, and who handles permits and rebate paperwork. Typical 2026 ranges by configuration:

2. Ducted, ductless, or mixed

This is the biggest fork in the project, and it is a house decision before it is a preference.

Ducted keeps one indoor air handler and uses your existing ductwork. Best when the ducts are in decent shape and you want invisible hardware and even air mixing. The risk is duct condition: leaky or undersized ducts quietly tax the system forever.

Ductless mini-splits put a head in each zone. Best for homes without ducts, additions, and room-by-room control. The risk is coverage: bedrooms behind closed doors do not heat themselves, and each extra head adds $2,500 to $4,500.

Mixed systems pair a ducted air handler for part of the house with heads elsewhere. Often the honest answer for older two-story homes.

3. Cold climate: buy from the list, not from adjectives

If your winter design temperature is below roughly 20F, "works in the cold" is not a spec. Ask for two numbers: heating capacity at 5F and the model's listing on the NEEP cold-climate product list.

4. Size with Manual J, not square footage

"One ton per 500 square feet" is how heat pumps get oversized, and oversized systems short-cycle, dehumidify poorly, run louder, and wear out early. Undersized systems lean on expensive backup heat all winter. Both failures start at the same place: nobody calculated the load.

Manual J is the ACCA-standard room-by-room load calculation. For a whole-home or cold-climate project, it is not optional. The contractor should tell you the design temperature they sized around and show the load number the equipment was matched to.

If a quote picks tonnage from square footage alone, the rest of the proposal inherits that guess.

5. Price the electrical work and the backup-heat plan now

These are the two scope lines most likely to surface after you sign. Force them into the open first.

Electrical. A heat pump needs a dedicated 240V circuit, and electric backup strips can add a 40 to 60 amp load on top. Many 100-amp panels can still work with load management, but some homes need a panel upgrade, which typically runs $1,500 to $4,000 in 2026 and more when the meter or service entrance is involved. A quote that marks electrical "TBD" or assumes backup heat without pricing it is not a quote. It is an estimate with the risk moved onto you.

6. Rebates: date every claim

This is where 2026 quotes go stale fastest.

The federal 25C Energy Efficient Home Improvement Credit, the one behind years of "30% back, up to $2,000" heat pump math, expired for equipment placed in service after December 31, 2025. As of July 2026, IRS guidance is explicit that the credit applies to improvements installed through the end of 2025. State and utility money is still real but conditional. Mass Save, Efficiency Maine, NYS Clean Heat, Energize CT, and TECH Clean California each have their own eligibility rules, participating-contractor requirements, and budget cycles, and the DOE Home Energy Rebates run state by state with income rules. For every incentive on a quote, get four things: program name, amount, the date availability was checked, and who receives the money. 7. Compare quotes on scope, not on brand

Get two or three proposals, then line them up item by item: sizing basis, exact model numbers with AHRI match, distribution plan, electrical scope, backup heat, permits, warranty, and rebate assumptions. When to walk away

Some quotes should not be negotiated. They should be declined.
