For all three standard pathways, the equipment must meet ENERGY STAR Cold Climate requirements, installation must occur from January 1 through December 31, 2026, and the installer must participate in the Mass Save Heat Pump Installer Network. Supporting documents are due by February 28, 2027.

Whole-home projects have weatherization and verification requirements. Partial-home projects generally need an approved integrated control where fossil-fuel heat remains in a served zone. Ask the contractor to name the pathway and put every prerequisite in the proposal.

### 2. Make electrical scope explicit

The City of Boston notes that heat pump projects may require wiring, panel, or electrical-service upgrades depending on the building and existing loads. The quote should state the required circuit, disconnect, panel work, service work, permit responsibility, and excluded utility work. A line marked "electrical by owner" is an unresolved cost, not a complete proposal.

### 3. Check the exterior-unit location for your address

Outdoor-unit placement affects noise, service access, snow clearance, condensate, and neighbors. It can also affect review requirements.
